 Rules won't import

Hi,
I am running Winroute Pro 4.1.25, and have tried importing the newest ruleset to my Windows Me registry, and it imports properly, but when i restart the Winroute engine and then open up the admin screen, there have been no changes to my rule/filterset.

Anyone have any ideas?
