For the best firewall you have to look at the enterprize level:

checkpoint fw-1
Microsoft ISA
Cisco PIX
Raptor

etc

Agnitum's Outpost firewall (free version software) appears to be a formidable contender. It integrates well with XP and has withstood with flying colors every kind of probe I could find on the internet to break it. It's very reliable but does use the "rules" concept. It also incorporates a pop-up blocker which is very effective. It also has a "true" un-installer. For a free personal firewall, I have to highly recommend it. The paid version offers few additional features. Zone Alarm does not work well for me for some reason although I know it is a good firewall also. Whatever you do, don't run both Zone Alarm and Outpost simultaneously. They fight with each other for the rights. It's very amusing to watch but one has to wonder who is tending shop while the fists are flying!

The best firewall by far is LRP. Linux Router Project. I just built a NAT router based on Dashstein. All you do is find an old computer , two ethernet cards and a floppy drive and you have a router that can match or surpass an enterprize level router (this depends on setup and knowlege of Linux/Unix, ie. more ram, use of a cdrom, faster cpu and ISP connection speed) The release of LRP i use is really easy to set up. If you are interested check out this link(s)

Have fun

For a good FW based on linux try ipchains (very good FW)
