blocking troublesome IP from server

Hi, i have a windows based Apache web server. There is a service that keeps scanning my server, and denying me access to the service because it thinks that i am a open proxy. I would really like to be able to block this service (its IP) so i can use it. (Its an IRC server).

Do you know of any good firewalls or something to prevent this IP from seeing my web servers (ports 80 and 8080)?

I dont think that is a good idea, because even if you can block the scanner ip, it wont allow you to connect...

You should contact the administrators of the network for your problem, or you can also change the apache socket (other number than 80).
