Anyone know of a good Bandwidth Management tool that will control by IP address/Mac address or Nic.

tc (traffic control) - work pretty welll on kernel 2.4

I am looking for a windows software based bandwidth management tool for controlling the ports my w2k-server uses for uploading.

use FloodGate-1 from check point. you can control IP, protocols, ports outbound inbound, time, interfaces, and you also have a graph that indicate in real time where is your BW going
